[EL] Strong and Weak Voting Claims

On my reading, the factor about a state's entire electoral system (#4)
doesn't focus on racial disparities -- that's what the previous factor is
for (#3). But I agree that turnout data is relatively ambiguous evidence
about a state's electoral system, and that the overall ease or difficulty
of voting in a state (measured by the cost-of-voting index, for example) is
more relevant.
