INVITATION TO APPLY AS RACIALLY POLARIZED VOTING CONSULTANT TO STRUMWASSER & WOOCHER, COUNSEL TO CALIFORNIA CITIZENS REDISTRICTING COMMMISSION
California's Citizens Redistricting Commission (CCRC) has been empaneled, and is charged with drawing redistricting plans for the California's Congressional, State Senate, State Assembly, and Board of Equalization districts for the next decade.

The CCRC has engaged Strumwasser & Woocher (SW), along with voting rights expert David Becker, to serve as voting rights counsel to the CCRC during the redistricting process. As part of this process, the CCRC is required to ensure the plans comply with federal and state law, including the federal Voting Rights Act. A key element for complying with the Voting Rights Act involves assessing the extent to which voters of different racial groups vote cohesively-in other words, whether their voting patterns are racially polarized.
As soon as reasonably possible, SW seeks to engage a consultant with expertise in analyzing racially polarized voting. The consultant will work closely with the CCRC, counsel, staff, and contractors, utilizing data from the California Statewide Database (http://statewidedatabase.org/<https://statewidedatabase.org/>). The CCRC has provided a budget for this expertise, not to exceed $300,000. Much of the analysis will be conducted during the remainder of 2021, with significant work to be conducted during the months of August and September, 2021.

Applications should include:

  *   CVs for all personnel included in the application, indicating:
     *   Advanced degrees in political science or other relevant social science
     *   Experience in analyzing racially polarized voting patterns
     *   Experience in advising district line drawing
     *   Knowledge of and experience in California specifically, with particular focus on voting patterns in California's minority communities
  *   A proposed budget, not to exceed $300,000
