[EL] Congressional hearing on John Lewis Act, set for June 11

Can anyone make sense of the hearing's title?  "Voting in America:  the Potential for Polling Place Quality and Restrictions on Opportunities to Vote to Interfere with Free and Fair Access to the Ballot"?
is there a missing "and" between "to vote" and "to interfere"?  Otherwise the subject seems to be opportunities to vote to interfere...???
