[EL] Texas special election

This form of RCV approved by Austin is the "instant runoff" type system
within single winner elections for mayor and city council districts. If
fully eliminated it would avoid the post-November runoff elections the icty
has now that has big drops in turnout and more needs for quick campaign
cash.
