> Seems like the Secty of States interpretation was reasonable. The Legislature never changed the district lines (redistricting occurred per federal court order). So Under MS law, there are still five districts. The majority went out of its way to invalidate when it didn't need to. This went against any presumption of validity; any deference to the agency implementing the provision; and the plain text of the constitutional provision, which reserved to the people a right of citizen initiative.
