[EL] Electoral Count Act: Markup of King, Klobuchar, and Durbin Discussion Draft Against Existing Law

The KKD discussion draft is a little confusing primarily because it uses a
repeal and replace approach to make changes to several sections; when you
look at the actual changes being made, in some places they are not
substantial in context (of course others are). To help analyze the proposed
changes, I prepared a markup of the KKD discussion draft against the
existing provisions of the Electoral Count Act. I thought other might want
