[EL] California secret ballot question

Hi Folks,

We were contacted recently by a voter living in Placer County who has been sent a mail ballot for a fire district assessment vote. It features the voter’s name and choice on the ballot itself. This voter wants to cast a secret ballot and feels intimidated to make their preferred choice on the contest if it is cast in a public way. 

As far as I can tell, California law requires elections to be conducted with secret ballots. Is there something about elections conducted under Prop. 218 <https://urldefense.com/v3/__https://vigarchive.sos.ca.gov/1996/general/pamphlet/218.htm__;!!CzAuKJ42GuquVTTmVmPViYEvSg!OibeeMKDhX7CT_CJLdTN5lfyVtwwqgygaasGaYPQvIV9RXZKn6DQsmXtjLzQM657QG653c07hy0T6SsdCq1LOw$ > that allows them to circumvent the secret ballot law? The voting deadline is June 8.
