So sorry to trouble you about this again, but I'd really like your
help, just in publicizing http://www.lawtopic.org to your colleagues.
This Web-based student note topic clearinghouse -- which the UCLA
Law Library and I put together -- ought to be of real help to your students,
as well as to yourself and your colleagues. We hope to have the site fully
operational soon, with a good supply of note topics ready to go for the Fall
semester. But the site is already fully capable of gathering your
submissions. Just go to http://www.lawtopic.org and click on "Submit"; it
shouldn't take more than five minutes.
Could you please forward this message to your school's faculty-wide
distribution list, if someone hasn't done this already? We realize that
only a small fraction of professors will submit topic ideas -- which is all
the more reason why we need to publicize the site to as many people as
possible. Even if you can't submit some topics yourself, could you help us
spread the word to others?

The UCLA Law Library and I have just started a free, nonprofit project that
can help you and help law students at the same time:
http://www.lawtopic.org, a Web-based clearinghouse for student article
ideas.
All of us want to increase the impact of the articles we write; one way to
do this is to have others write articles that build on our work. Many of
our articles set forth proposals that can apply to problems beyond the one
that they specifically address. Many others identify collateral problems
that are related to the issue that we're discussing. In short, our work
often raises more questions than it answers.
At the same time, many law students, both at your school and at others, need
topics for their student Notes and seminar papers. Wouldn't it be great if
they knew about the problems that your article has identified, and then
built on your research to solve those problems?
This is what lawtopic.org, a Web site that the UCLA law library and I have
put together, is all about; it's a clearinghouse that collects and makes
available article ideas from professors from all over the country. Just
submit your idea through the Web at http://www.lawtopic.org . (In any
event, please click on this site right now and bookmark it so you can easily
submit more topic ideas later.)
All we will ask of you is a few paragraphs. We'll also let you indicate
whether you (1) are willing to discuss the topic with students who want to
write about it, (2) don't want to be bothered but are still willing to see
your name given as the source of the idea, or (3) would rather submit the
topic anonymously.
Of course, your suggestions don't have to be based on your own scholarship:
In your years of writing, you've doubtless run into many topics that you
can't use-for instance, because they are more suited for a student note than
for a more thorough law professor work-and would like to contribute to
students. We would be delighted to get any such submissions.
Think also about how helpful this will be to the students at your very own
school. Your students already probably take up your time each year asking
for topic suggestions. Wouldn't it be better if they had access not just to
suggestions from faculty at their own school, but to input from lawprofs
nationwide?
Please forward this to your colleagues who might not be on this discussion
list; please do not, however, pass this along to students just yet: It will
take us some time to collect topic suggestions and place them on the site,
and we don't want students to waste their time while the site is largely
empty. We hope to have a decent-sized array of topics, though, by mid-July

low you to your door and confront you outside the supermarket. They are N=
ew York City's latest nuisance, although they see themselves as the foot =
soldiers of democracy. They are petition carriers, and, since hundreds of=
people are running for public office, suddenly they are everywhere.</P> =
<P> So, at 9:30 one morning, here is Gloria Hacken of Brooklyn, a veteran=
petitioner armed with a stack of nominating forms for her favorite candi=
date. Three hours on the job at the Trump Village apartments in Coney Isl=
and, and she has only 30 signatures. She ought to have 300 by this time. =
</P> <P> A rival prowls the same turf, and a second competitor complains =
to the building management, trying to get Ms. Hacken out of the lobby.</P=
<P> Competition for signatures has never been this tough. Carriers are =
butting up against one another day after day this month, from Surf Avenue=
to Queens Boulevard to Grand Concourse, as maneuvering begins in one of =
the most chaotic political seasons ever. </P> <P> The combination of term=
limits for 35 City Council members and a generous public campaign financ=
e system of matching funds at a rate of four to one for small contributio=
ns has swelled the number of potential candidates this year. A record 349=
candidates are running for city offices, including 296 for the Council a=
lone. As many as 11 candidates have surfaced in some districts, creating =
a virtual free-for-all as the city prepares for a tectonic shift in its g=
overnment.</P> <P> "Oh, my God, we're multiplying like rabbits; it's so s=
tressful," said Victor A. Bernace, a first-time candidate in a packed rac=
e in Upper Manhattan.</P> <P> Since so many seats are open, countless neo=
phytes and their volunteers are operating without the backing or organiza=
tional skills of party machines, another reason the city's Board of Elect=
ions is bracing for tumult and confusion this summer.</P> <P> "It's amazi=
ng, when you see 8 and 9 and 10 candidates running in the same district" =
where there would normally be 2 or 3, said Daniel DeFrancesco, executive =
director of the Board of Elections, which oversees the petition-approval =
process. Saying he had never seen a season quite like this one in his 34 =
years at the board, he added that the board expected "a huge filing" of p=
etitions by the July 12 deadline and then a "particularly wild" period in=
which candidates challenge each other's petitions in hopes of having the=
m invalidated and keeping their names off the ballot for the Sept. 11 pri=
mary. </P> <P> The board is considering setting aside a full week for the=
challenge hearings, which usually take two or three days, and it may nee=
d even more, considering how brutal the competition already seems, as vol=
unteers fight each other on the streets for signatures.</P> <P> At the to=
p of the heap, where the major candidates for mayor run well-financed cam=
paigns, signature gathering is more of a drill for the main event than a =
scramble to make the ballot. By the end of the first day of petitioning, =
Mark Green, a Democratic candidate for mayor, announced that he already h=
ad the requisite 7,500 signatures, and his campaign manager, Richard Schr=
ader, still sent more than a thousand volunteers out to keep collecting.<=
/P> <P> "This is how you create your field operation," Mr. Schrader said =
of his platoons, which will later carry the campaign message door to door=
and then urge supporters to vote. "It's a real army out there."</P> <P> =
For most of the Council candidates, though, the road to the primary is st=
udded with pitfalls. Once the signatures have been collected, counted and=
filed, the names and the petitions can be invalidated for a number of re=
asons, from the obvious to the arcane. </P> <P> Jeffrey C. Feldman, execu=
tive director of the Brooklyn Democratic Committee, said he expected the =
challenge period to be intense. "You have so many candidates who are firs=
t-time candidates, at least 10 percent will be eliminated at the Board of=
Elections for little things," he said. "And there's no salvation from th=
at."</P> <P> The requirements can seem exceptionally complicated. To get =
on their party's primary ballot, Council candidates need at least 5 perce=
nt of their party's registered voters in their district but no more than =
900, though experts recommend gathering three to four times that many sig=
natures. Individuals can sign only once for each office, they must live i=
n the district and be registered to vote in that party, and their names a=
nd addresses must be legible and complete.</P> <P> "Say the person puts d=
own Lafayette," said Jerry H. Goldfeder, an election lawyer who has taugh=
t a seminar on petitioning for a decade. "There's a Lafayette Street and =
a Lafayette Avenue. Or God forbid you're running in Queens, where there's=
Street and Road, Boulevard, Lane, Court and whatever else they have out =
there."</P> <P> Signatures that pass the board's check can still be chall=
enged in court, and anyone who signed a petition can be hauled in to test=
ify. Challenges can virtually shut down a small campaign during critical =
weeks, and be extremely costly.</P> <P> For Council candidates like Mr. B=
ernace, who has only a few volunteers and is walking the streets of the S=
eventh Council District himself, the battleground stretches from West Har=
lem to Inwood. When he went to a large housing project, he discovered tha=
t three out of four residents had signed for a rival, Mario A. Torres, wh=
o he said had the backing of a local Democratic organization. "He probabl=
y got enough already, but he's going and going and going," Mr. Bernace sa=
id. </P> <P> Ms. Hacken, who said that after 11 hours she ended up with p=
ulled muscles and enough signatures, heard that rival signature collector=
s were resorting to all manner of chicanery. "This is dirty politics," sh=
e said. "We've never had that before. But you just have to brush it off."=
</P> <P> It remains an open question, though, whether the combination of=
term limits and campaign financing will, in the end, make for a more =97=
or less =97 inclusive democracy. Take Inna Stavitsky, a candidate who to=
all appearances is precisely the person the changes were intended to enc=
ourage. An immigrant and a political neophyte, Ms. Stavitsky is trying to=
become the first Russian- American to represent what has become a heavil=
y Russian Council district, the 47th, including Brighton Beach and Coney =
Island. She has read handouts from the Board of Elections, attended works=
hops, hired a consultant and rounded up volunteers. </P> <P> But the morn=
ing of June 5 found her in a dither anyway. Some of her volunteers are in=
their 70's and she was worried that they would not be able to cover enou=
gh ground. And she forgot to buy clipboards, a staple of any petition col=
lector. </P> <P> Still, Ms. Stavitsky was making every effort to limit mi=
stakes. Handing off a packet of campaign fliers to a volunteer, Sarra Che=
rnobilskaya, Ms. Stavitsky slapped a cell phone to her ear to go over som=
e of the finer points of completing the forms. </P> <P> Later, she said w=
ith evident frustration: "I think it's a system that is created to keep t=
he novices out. There are so many technicalities. What is wrong with `Com=
e to the polls and vote?' Why do we need this petition?"</P> <P> One of t=
he people getting frantic calls from novice candidates was Harris Leitste=
in, a partner in the political consulting firm that Ms. Stavitsky hired, =
Run Inc. On the first day of circulating petitions, he was getting questi=
ons like how to get them printed. </P> <P> All this weighed heavily on Ms=
=2E Chernobilskaya, who, as a newly minted voter, believed that she did n=
ot have enough experience to collect signatures. She had planned to start=
collecting for Ms. Stavitsky with a list of citizens she knew were regis=
tered to vote in the district, but also wanted to give the street a try. =
</P> <P> Speaking in Russian, she asked passers-by, "Have you taken the o=
ath?" and the first four or five said they had not. But Ms. Chernobilskay=
a persisted, and eventually found a citizen outside an apartment building=
on Brightwater Court, who propped the petition against her knee to sign =
it. Then Ms. Chernobilskaya found another woman who was in a hurry but to=
ok the time to find a lamppost to write against.</P> <P> Finally, at a pl=
ayground overlooking the boardwalk and glittering sea, she hit pay dirt: =
about 70 men sitting around stone tables in the shade, playing cards, che=
ckers and dominoes. </P> <P> Even the presence of Anatoly Eyzenberg, who =
was collecting for another Russian-American, Alec Brook-Krasny, did not d=
eter her. </P> <P> She plunged in with a broad smile, and after collectin=
g 10 or 15, she said: "I thought it would be good if I could get a few si=
gnatures. I never thought this could be so successful and so easy." </P> =
<P> Then she went after even more. Whether they will hold up, of course, =
remains to be seen.</P> =
