Subject: Pritt v. Republican National Committee, et al.
Those interested in First Amendment issues as they relate to negative
campaign advertising might want to check out Pritt v. Republican
National Committee, et al. Charlotte Pritt, a Democrat, is seeking
reversal of a circuit court's grant of summary judgment to the RNC, et
al. The RNC, and other Republican groups, ran negative advertising
against Ms. Pritt in the 1996 West Virginia gubernatorial campaign. She
lost to Cecil Underwood.
The West Virginia Supreme Court is posting the briefs in the case to its
website. The URL is:

Republican case held that Congress may limit, as it has since l974,
certain kinds of expenditures that parties make in coordination
with their candidates. Having filed the complaint for the Colorado
Democratic Party that initiated the original administrative proceeding
(and also filed briefs in the 10th Circuit in support of the limits),
I could only be pleased with the result but alarmed by the reasoning
the justices adopted to arrive there</font>.<br>
