To those interested in the soft money debate:
In order to address the concern of how soft money is being spent by the
parties, the Brennan Center has developed a database of soft money
expenditures relevant to federal elections by all state and national party
committees in the 2000 election cycle. The database combines FEC soft money
filings, and is coded to provide a description of where the money has been
spent. A roughly comparable database for 1992-1998 developed by Raymond La

* Only 8 cents of every soft money dollar is spent on voter mobilization
activities.
* The absolute amount of soft money spent on voter mobilization has risen
only slightly over the years, despite dramatic increases in total soft money
dollars.
* Most of the new infusions of soft money are spent instead on media-issue
advocacy.
* State party committees have become "nationalized" by soft money as 82% of
state party soft money used in federal elections came from the national
parties, up from 37% in 1998 and 65% in 1996.

<BR>In order to address the concern of how soft money is being spent by the
<BR>parties, the Brennan Center has developed a database of soft money
<BR>expenditures relevant to federal elections by all state and national party
<BR>committees in the 2000 election cycle. The database combines FEC soft money
<BR>filings, and is coded to provide a description of where the money has been
<BR>spent. A roughly comparable database for 1992-1998 developed by Raymond La
