Dear Listservees:
Two colleagues and friends of mine, Jane and Glenn Rainey, poli sci
profs at Eastern Kentucky University, have recently come out with an
article on the electoral college and attempts to reform it. In addition
to much on electoral college history and practice, they discuss the Rep.
Horton amendment to do away with the small state advantage by using only
the representation in the House of Representatives (not adding two for
each state for the two senators). While small states would probably
block this, as they might block attempts at moving to a popular vote,
the Raineys' examination of the consequences of changes is interesting.
Had the Horton amendment been in place for 2000, the electoral college
vote would have been 436 instead of 538, and Al Gore would have won the
presidency. It was the Wyomings and Dakotas , etc. (not to even mention
Florida) that elected Bush.
