Subject: Guliani and term limits
According to press reports, New York City Mayor Guliani still has not
decided whether he would seek to have NYC's term limits law set aside so
that he could continue to serve as mayor of New York. According to an
article on the New York Times website (see link below), such a step
would require the approval of the city council and the state
legislature.
Can anyone on the list who understands the New York law explain the
method by which the term limits law could be set aside and what that
would mean for the pending election?
It also seems that besides as a matter of state law, there may be
constitutional questions with changing the rules of the election so late
in the electoral process (echoes of Bush v. Gore?). I have not heard
any discussion of this issue.
