Subject: Democrats' request for waiver of soft money rules
As has been reported in the media, the Democratic National Committee has
requested from the FEC the waiver of some rules related to soft money.
Under current rules, when the DNC pays for certain expenditures that may
be paid for in part with soft money and in part with hard money (i.e.,
money raised under the FECA), it must do so from a special hard money
account. Following the expenditure, the party has up to 60 days to
transfer a soft money allocation to cover those expenditures into that
account. The Democrats have petitioned the FEC to have that period of
transfer extended to 120 days. This would give the Democrats more time
to raise soft money, allowing the party to spend hard money until enough
soft money is raised to cover expenses. The DNC bases this request on
reported difficulties raising funds in light of the Sept. 11 terrorist
attacks.
