<p>NEW YORK (AP) -- The city's elections commissioner says there's ``no r=
ealistic doubt'' about the outcome of the Democratic mayoral runoff, but =
Fernando Ferrer, who once conceded the nomination, now says, ``We don't k=

shrunk as a re-examination of unofficial returns showed thousands of vot=
es had mistakenly been entered twice. Green's margin, originally reported=
as about 30,000, had diminished to about 24,600.</p>
<p>The winner faces Republican Michael Bloomberg in November.</p>
<p>Election Commissioner Douglas Kellner said Sunday, ``There's no realis=
tic doubt about the outcome.'' Nevertheless, Ferrer, the Bronx borough pr=
esident, said, ``As of this moment, we don't know who that nominee is.''<=
/p>
<p>Ferrer's campaign spokesman, John Del Cecato, was asked Monday if that=
amounted to a retraction of Ferrer's Thursday-night concession. ``The st=
atement stands for itself,'' he said.</p>
<p>Said Green, the city's public advocate: ``I won the election. ... This=
technical problem has not risen to the level'' of previous controversial=
election results.</p>
<p>Unofficial returns reported by The Associated Press after last Thursda=
y election had shown Green with 417,329 votes to Ferrer's 387,523, for a =
margin of just under 30,000 votes.</p>
<p>Those figures were based on results transmitted electronically to the =
AP by the Police Department, which gathers the results from each polling =
place.</p>
<p>On Friday, the AP began examining the canvass sheets which the police =
use to enter the numbers and began to find duplication of vote reporting.=
That audit continued over the weekend.</p>
<p>By Sunday evening, revised results showed 395,053 votes for Green and =
370,454 for Ferrer, a margin of about 24,600 votes. That also meant the t=
otal number of votes cast had shrunk from about 805,000 to about 765,500.=
</p>
<p>Sam Boyle, chief of the AP's New York City bureau, said the audit was =
still going on but the canvass sheets likely to contain large errors had =
all been checked.</p>
<p>The city still uses the old mechanical lever-operated voting machines.=
After the polls close, election inspectors at each polling place record =
the numbers from each machine on a sheet that is given to a police office=
r. The officer takes the paper back to the precinct, where the numbers ar=
e entered into the police computer system, and the raw vote is sent to th=
e AP. There it is tabulated for the unofficial returns distributed to new=
spapers and broadcasters.</p>
<p>Boyle said the errors happened because some police officers misunderst=
and how to report results in cases where two precincts had been consolida=
ted into one polling place. For example, if there were a total of 100 vot=
es cast in that polling place, some officers reported 100 from each preci=
nct -- doubling the true number. In a handful of cases, the same votes we=
re entered three times when three precincts combined into one polling pla=
ce.</p>
<p>``We have pointed out these kinds of errors to the cops in the past,''=
Boyle said. ``We are concerned about the accuracy of the numbers we repo=
rt, and the audit is one part of what we normally do to pinpoint any mist=
akes. We have not found any errors in AP systems.''</p>
<p>The Police Department's public information unit did not respond to req=
uests for comment on Sunday and Monday.</p>
<p>Ferrer said that after the Board of Elections finishes its official co=
unt and certifies a winner, ``I will either support Mark's campaign or co=
ntinue with my own.''</p>
<p>The Board of Elections has not yet begun its official tally of the vot=
es. Those results are due Oct. 23.</p>
