<p>WASHINGTON (AP) -- Key players from both political parties are working=
 to develop federal legislation on overhauling election procedures after =
months of partisan gridlock, say those familiar with the negotiations.</p=



<p>``I think there will be a serious attempt to pass legislation prior to=
 the end of this congressional session,'' said Doug Lewis, director of th=
e non-partisan Election Center in Houston. ``I was pessimistic over the l=
ast six months, but now it looks as if folks are ready to talk.''</p>
<p>Staffers for several lawmakers involved in the negotiations, including=
 Sens. Chris Dodd, D-Conn., and Christopher Bond, R-Mo., said both sides =
are trying to work out differences.</p>
<p>``Senator Bond is currently negotiating with Senator Dodd on an electi=
on reform bill that had been stalled prior to these negotiations,'' said =
Julie Dammann, chief of staff for Bond. ``We're hopeful we can come to an=
 agreement before the Senate goes out this year.''</p>
<p>Marvin Fast, a Dodd spokesman, agreed the two senators are working clo=
sely in an attempt to move legislation forward.</p>
<p>The Senate's Rules and Administration Committee, chaired by Dodd, appr=
oved a measure in August that would have given states $3.5 billion to dea=
l with election problems and set federal standards for counting votes. Re=
publicans didn't support it, saying it was loaded with too many federal m=
andates.</p>
<p>Bond is working with Dodd to strengthen measures to prevent vote fraud=
, while addressing other GOP concerns.</p>
<p>Reps. Bob Ney, R-Ohio, and Steny Hoyer, D-Md., are trying to iron out =
differences in a House measure that would provide federal money for poll =
worker training and help pay for new voting equipment.</p>
<p>A new report released Monday notes that numerous efforts to craft solu=
tions to the nation's election problems have yielded few results at this =
point because of sharp partisan differences.</p>
<p>Several states, notably Florida, Georgia and Maryland, moved this year=
 to upgrade their voting systems statewide, while others have taken steps=
 on a smaller scale.</p>
<p>``While there hasn't been a big change in how Americans vote, there ha=
s been lots of activity attempting to change the election system,'' said =
Doug Chapin, director of the Election Reform Information Project. ``The o=
bstacle is not a lack of interest or commitment, but a lack of consensus.=

<p>AUSTIN, Texas (AP) -- The Texas Legislature has failed. So has the sta=
te's courts. Now the future of the state's 32 congressional districts lie=
s in the hands of a federal court.</p>
<p>Opening statements were set to begin Monday in a trial that will decid=
e the political landscape of Texas, a decision that could affect the comp=
osition of the U.S. House of Representatives.</p>
<p>Minority advocates say they want to not only seek districts favorable =
to electing minorities, but protect black and Hispanic votes from being d=
iluted or canceled out by unfair numbers of white votes.</p>
<p>Of Texas' 20.9 million people, 6.7 million are Hispanic and 2.4 millio=
n are black, according to the 2000 census. The Legislature was to use the=
 census data to draw district maps, but lawmakers failed to come up with =
a plan.</p>
<p>On Friday, the Texas Supreme Court threw out a state judge's congressi=
onal map favored by Democrats. That meant a three-judge panel -- federal =
Circuit Court Judge Patrick Higginbotham and federal District Judges T. J=
ohn Ward and John Hannah -- will work from a blank slate.</p>
<p>They will draw the state's 32 congressional districts, two more than t=
he 30 -- 17 Democratic, 13 Republicans -- Texas currently has.</p>
<p>Attorney General John Cornyn, representing Republican Gov. Rick Perry =
and others, said he wants ``to move forward in federal court to secure a =
fair congressional redistricting plan for all Texans.''</p>
<p>To Republicans, that means blocking Democrats from seeking the favorab=
le districts Texas House Speaker Pete Laney and others desire.</p>
<p>Texas Democratic Party chairwoman Molly Beth Malcolm said she trusts t=
he federal judges will develop a fair plan, which her party envisions as =
one plugging the GOP growth Republicans say is rightly theirs.</p>
<p>Both sides say they can get what they want without violating the feder=
al Voting Rights Act protecting minorities.</p>
<p>Morris Overstreet and other minority advocates say they are fighting f=
or more than how district lines will be drawn on a map. They want a loude=
r minority voice on issues like education, health care and economic devel=
opment.</p>
<p>``This event will decide who you send there to Washington, to Congress=
, to make the decisions,'' said Overstreet, a former judge and president =
of the Coalition of Black Democrats.</p>
<p>Nina Perales, an attorney with the nonprofit Mexican American Legal De=
fense and Educational Fund, will argue not for Democrats or Republicans, =
she said, but for ``Latino voting rights.''</p>
<p>``Latinos are such a large percentage of the state, one-third of the s=
tate is Latino, and without adequate numbers they will not be able to ele=
ct their candidate of choice,'' Perales said.</p>
<p>Meanwhile, the judges face a battle of their own: a race against the c=
lock. It's unclear if new districts will be in place in time for candidat=
es to file for those seats before the Jan. 2, 2002, filing deadline.</p>
