<p>WASHINGTON (AP) -- House Republican leaders agreed Tuesday to allow a =
vote next week on legislation that could bring about the most significant=
change in campaign spending law in a quarter-century.</p>
<p>GOP leadership aides said the House will devote next Tuesday and Wedne=
sday to the legislation that would limit campaign spending and advertisin=
g and require more disclosure of campaign contributors.</p>
<p>``We look forward to a fair debate and are hopeful that reform legisla=
tion will once again pass the House,'' said Katie Levinson, spokeswoman f=

<p>BOSTON (Reuters) - Massachusetts's highest court will hear
arguments on Thursday on how to resolve an impasse over the
state's Clean Election Law, a case that could have an impact on
the drive for campaign finance reform across the United States.</p>
<p>The law was overwhelmingly approved by voters in a 1998
ballot initiative but the state's legislature has never
appropriated the money to pay for it. It would provide public
financing for all candidates in state elections who forego
large private donations and agree to strict spending limits.</p>
<p>The standoff between the lawmakers, many of whom say giving
tax dollars to candidates is a waste of money, and the
initiative's backers, who say the legislature is flouting the
will of the people, is being closely watched as an indicator of
how important campaign finance reform is to voters.</p>
<p>Doubts about corporate campaign contributions raised by the
collapse of Enron Corp.<org idsrc=3D"other-OTC" value=3D"ENRNQ,EXG,ENE-J"=
/>, which gave millions of dollars to
presidential candidates and dozens of members of Congress, have
raised the profile of the dispute even more.</p>
<p>``If in the cradle of democracy an initiative petition
approved by two-thirds of the people can be snuffed out by an
intransigent legislature, then the national movement for
campaign finance reform would be significantly set back,'' said
Warren Tolman, a candidate for governor whose political fate
may hinge on the outcome of the court battle.</p>
<p>``This son of a railroad conductor doesn't have the ...
resources but I can run anyway,'' he said.</p>
<p>If the law were enacted, Tolman would qualify for $800,000
in public financing. Another $800,000 would follow in June,
with even more in the pipeline if his candidacy survived. To
date he has raised $240,000 in small donations.</p>
<p>But the hopes of Tolman and other candidates have been
stymied by legislative heavyweights such as state house speaker
Thomas Finneran, who has opposed the law from the start.</p>
<p>Finneran has said using taxpayer money for ``welfare for
politicians'' is frivolous, particularly when the state budget
is forecast to run a nearly $2 billion deficit in fiscal 2003.</p>
<p>In other states with public election financing laws --
Vermont, Maine and Arizona -- the number of candidates running
has increased, indicating the law is working as intended,
political observers said.</p>
<p>In a move seen by many as an attempt to force lawmakers to
act, the Supreme Judicial Court last month ruled the
legislature's failure to either fund or repeal the law violated
the state's constitution.</p>
<p>But the legislature did nothing. Now the court has asked
for arguments on how to break the impasse.</p>
<p>The court could order the legislature to fund the law, find
another source of money or rule that it does not have the
authority to tell lawmakers how to finance it, said Harvard law
professor Heather Gerken.</p>
<p>``The court has boxed itself in a little bit,'' Gerken said,
adding it was probably looking for a ``creative'' way out.</p>
<p>Estimates place the cost of the law, which was supposed to
go into effect for this election, at about $40 million an
election cycle. While $20 million was set aside to pay for it,
the money -- which has grown to $23 million with interest --
has not been released.</p>
