<B>House Sets Schedule for Debate and Vote on Shays-Meehan</B><BR>

House Speaker Dennis Hastert has announced that the House Rules Committee will meet on Thursday, February 6, to compose a new rule for consideration of Shays-Meehan that will contain the text of the discharge petition. The new rule will be considered on
Tuesday, February 12. Once the discharge petition rule passes, all amendments will be announced on the floor. General debate of Shays-Meehan and all proposed amendments will then occur on the following day, Wednesday, February 13, which will culminate i
n a vote on the House floor.<BR>

Subject: timing and Shays-Meehan
One of the issues currently being debated about the
Shays-Meehan bill in the House is whether it should apply to
the current election cycle. As currently written, the
bill's soft money ban would take effect 30 days after the
bill would be signed. Some have suggested the bill be
amended to apply first to the 2004 elections.
Besides avoiding the confusion of changing the rules in
midstream, one less obvious benefit of delaying the bill's
effective date until the 2004 election is that it would give
litigants who will challenge and defend the bill in an
inevitable court challenge a chance to develop a good
factual record. A good factual record was missing when the
Supreme Court rushed through its decision in Buckley v.
Valeo in 1976.
