<p>BOSTON (AP) -- The state's highest court ruled Monday that Clean Elect=
ions candidates are entitled to get public funding from the executive bra=
nch of government, bypassing the Legislature and handing advocates of the=
law a hard-won victory.</p>
<p>The Supreme Judicial Court ruled that gubernatorial candidate Warren T=
olman, who had sued for funding, is entitled to receive public funds unde=
r the Clean Elections law, and clarified that he should apply to a single=
justice for damages from the executive branch.</p>
<p>Future Clean Elections candidates can apply individually to a single j=
ustice for distribution of their funds, the court ruled 5-2 on Monday.</p=
<p>``Tolman is owed $811,050, and is entitled to a judgment in his favor =
in that amount,'' wrote Martha Sosman, the justice to whom the case was r=
emanded.</p>
<p>Although voters passed the law creating publicly funded campaigns in a=
1998 referendum, the Legislature has been unable to muster the votes to =
fund or repeal it. Opponents have said the money would be better spent fo=
r human services, which are being cut because tax revenues have fallen.</=
p>
<p>``We think it's incredible,'' said David Donnelly, director of Mass. V=
oters for Clean Elections, which engineered the 1998 referendum.</p>
<p>The court ruled 5-2 in January that as long as the law remains on the =
books, the Legislature has a constitutional duty to pay for it. Monday's =
order, though, takes the Legislature out of the picture by making it clea=
r that a judge can issue an order for a monetary judgment, said John Boni=
faz, lead attorney for Clean Elections plaintiffs.</p>
<p>House Speaker Thomas Finneran, an opponent of the law, would not comme=
nt on the court's order.</p>
<p>Tolman, a former state senator and one of five Democrats running for g=
overnor, said he will talk to his lawyers before seeking a judgment.</p>
<p>``It's obviously an infusion of cash. We've been waiting for it for a =
long time,'' he said. ``Hopefully our luck is changing.''</p>

Subject: Congressional District maps
Does anyone have some electronic versions of Congressional Districts
that I can use as PowerPoints in my election law class? I am looking
for some good examples to show the class how districts were not compact
long before Frank Parker convinced the world that they needed to draw as
many black-majority districts as possible.
