<p>WASHINGTON (AP) -- Senate Majority Leader Tom Daschle said Tuesday he =
will push for a final vote on campaign finance legislation beginning on W=
ednesday and expressed confidence the bill could overcome a muted filibus=
ter threat by Republican opponents.</p>
<p>``I am very confident,'' said Daschle, outlining a schedule that calle=
d for a final vote no later than the end of next week.</p>
<p>The White House has signaled that President Bush would sign the measur=
e, although officials have not said so explicitly. The measure has cleare=
d the House.</p>
<p>Final passage would cap a seven-year struggle that blended constitutio=
nal concerns and political self-interest. The legislation, the most compr=
ehensive overhaul of campaign finance rules in a quarter century, would b=
an corporations, unions and individuals from making unregulated ``soft mo=
ney'' donations to national political parties. It also would restrict lat=
e campaign ``issue ads'' that are often thinly disguised attacks on candi=
dates.</p>
<p>Daschle has threatened to hold the Senate in all-night sessions if nec=
essary to use up the time available to opponents intent on filibustering.=
He renewed that threat in comments to reporters Tuesday, although it was=
unclear whether such tactics would be necessary.</p>
<p>Sen. Phil Gramm, R-Texas, told reporters he would make supporters of t=
he bill show they had the backing of enough senators to curtail debate. `=
`I'm not going to let this pass without 60 votes,'' he said. But he stopp=
ed well short of threatening to use all the parliamentary stalling device=
s available.</p>
<p>With Daschle adamantly opposed to passage of any amendments, Sen. Mitc=
h McConnell, R-Ky., the Senate's leading opponent of the bill, has been s=
eeking agreement on a series of changes to be incorporated in a companion=
bill.</p>
<p>He and Sen. John McCain, R-Ariz., the leading supporter of the campaig=
n finance bill, agree on some changes, but other areas remain in dispute.=
</p>
<p>``There are no agreements,'' Daschle said. ``There is no expectation a=
t present time of an agreement.''</p>
<p>Sen. Trent Lott, R-Miss., the GOP leader, said he would oppose the bil=
