contributions known as soft money, but that shouldn't come at the price o=
f relaxing controls in another part of the structure that delivers millio=
ns of dollars to candidates each year. The version of reform now apparent=
ly on its way to a presidential signature is actually a step backward. Se=
nators John McCain and Russell D. Feingold, after years of championing mo=
re comprehensive reform, have yielded to supporting a soft-money ban that=
comes with a doubling of the amount that a wealthy individual can contri=
bute directly to a candidate =97 hard money. The bill raises the limit to=
$2,000 from the current $1,000.</P> <P> The U.S. Public Interest Researc=
h Group has long supported a ban on soft money =97 large, unlimited contr=
ibutions that are given to the national political parties but are typical=
ly used to support candidates. But hard money can't be allowed to simply =
take soft money's place.</P> <P> Most reformers think of money in politic=
s as buying access to legislators and influencing their votes =97 sometim=
es even purchasing public policy. This quid pro quo argument leads to a f=
ocus on large soft-money checks, which are presumably required to ensure =
favors; it masks a deeper impact of wealth on American politics.</P> <P> =
It is more instructive to consider the influence of money on elections, n=
ot just on politicians. The real scandal in our campaign finance system i=
s not outright bribery, but the disproportionate influence of the extreme=
ly rich on who runs for office in the first place =97 and then who wins. =
If the wealthy can filter out candidates who might threaten policies that=
favor them, they have little need to engage in unseemly bribery.</P> <P>=
The selection process takes place through the contribution of large hard=
- -money checks early in an election cycle. Unlike soft money, which is rar=
ely spent until a general election, hard money (which accounts for more t=
han 80 percent of the funds raised by federal candidates and parties) beg=
ins to influence the outcome months or years before the primaries, in the=
time when candidates are sitting in quiet living rooms contemplating cam=
paigns. It is at this stage that grass-roots candidates are effectively l=
ocked out of the system.</P> <P> Almost half of all the hard money contri=
buted to candidates by individuals during the 2000 election cycle came at=
the $1,000 level, the current per-person limit. Yet, only one in about e=
very 1,000 Americans of voting age gave at that level.</P> <P> Only a ver=
y small number of donors are in a position to take advantage of the highe=
r limits set by the new legislation, and the influence of small donors is=
further diluted. Doubling contribution limits is likely to reduce the sh=
are of candidates' money that comes from smaller donors =97 those giving =
less than $200. They now contribute about 30 percent of the money raised =
from individuals for campaigns; that could drop to 21 to 25 percent, acco=
rding to U.S. PIRG research.</P> <P> While playing lip service to reform,=
the current McCain-Feingold bill actually boosts the clout of wealthy do=
nors and their candidates. Congress and the American people should reject=
