<p>GREENVILLE, S.C. (AP) -- President Bush signed landmark campaign finan=
ce legislation Wednesday as he opened an aggressive two-state, multimilli=
on-dollar fund-raising swing.</p>
<p>White House spokeswoman Claire Buchan said Bush signed the bill with n=
o fanfare in the Oval Office before leaving for his first fund-raiser her=
e. Vice President Dick Cheney and national security adviser Condoleezza R=
ice were present at the signing but the principal sponsors of the legisla=
tion were not.</p>
<p>The president said in a written statement that while the bill has flaw=
s, it ``improves the current system of financing for federal campaigns.''=
</p>
<p>Bush suggested he saw no contradiction in planning to raise more than =
$3 million for Republican candidates in South Carolina and Georgia Wednes=
day and Thursday after signing the bill.</p>
<p>``I'm not going to lay down my arms,'' he said. ``I'm going to partici=
pate in the system.''</p>
<p>White House press secretary Ari Fleischer told reporters that the low-=
key signing was by design.</p>
<p>``To hold a giant South Lawn ceremony would not have the air of consis=
tency, so the president conducted the signing in a ceremony that was befi=
tting for his beliefs on the bill in its totality,'' Fleischer said.</p>
<p>Congressional leaders were notified that the bill was signed, the spok=
esman said.</p>
<p>Ranit Schmelzer, an aide to Senate Majority Leader Tom Daschle, called=
it a ``stealth signing.'' Presidents often sign major legislation in pub=
lic ceremonies surrounded by sponsors of the bill.</p>
<p>Sen. Russell Feingold, D-Wis., a co-sponsor of the legislation, said h=
e was thrilled by the signing. ``By ending the corrupt soft-money system,=
this bill will begin to return the legislative process to all citizens a=
nd help restore the public's confidence in their elected leaders,'' he sa=
id.</p>
<p>Another sponsor, Rep. Marty Meehan, D-Mass., braced for lawsuits that =
are already in the works. ``Clearly the battle is not over. This bill wil=
l be challenged in court and we are ready for that fight,'' said Meehan.<=
/p>
<p>About an hour after Bush signed the bill, the White House released a s=
tatement in Bush's name.</p>
<p>``This legislation, although far from perfect, will improve the curren=
t financing system for federal campaigns,'' he said.</p>
<p>He saluted provisions preventing unions and corporations from making u=
nregulated ``soft-money'' contributions to political parties, and another=
raising the limit on individual donations to candidates.</p>
<p>He also welcomed new requirements compelling speedier disclosure of co=
ntributions.</p>
<p>These provisions, Bush said, ``will result in an election finance syst=
em that encourages greater individual participation and provides the publ=
ic more accurate and timely information than does the present system.''</=
p>
<p>``All of the American electorate will benefit from these measures to s=
trengthen our democracy,'' the president said.</p>
<p>He added, however, that the bill ``has flaws,'' citing its ban on indi=
vidual ``soft money'' gifts to parties and issue advertising. Both raise =
free-speech constitutional concerns, Bush said.</p>
<p>``I believe individual freedom to participate in elections should be e=
xpanded, not diminished,'' he said.</p>
<p>On one proposal he sought but Congress rejected, Bush suggested he wil=
l try again to block labor unions from turning dues into political contri=
butions without the members' express consent.</p>
<p>``This legislation is the culmination of more than six years of debate=
among a vast array of legislators, citizens and groups. ... It does repr=
esent progress in this often-contentious area of public policy debate,'' =
Bush said.</p>
<p>``Taken as a whole, this bill improves the current system of financing=
for federal campaigns and therefore I have signed it into law.''</p>

<P>(Washington, D.C.) --"Early this morning, President Bush signed into l=
aw the Bipartisan Campaign Reform Act ("BCRA"). When the federal co=
urthouse opened for business today, NRA was there =96 we have filed suit =
to invalidate this unconstitutional infringement on the First Amendment r=
ights of the NRA and our four million members nationwide. <P> We are prou=
d to be the first plaintiff to formally ask the federal court to invalida=
te these new limits on the political speech of ordinary citizens because =
we believe that this law cannot be allowed to stand =96 not even for a mo=
ment.<P> Sen. Paul Wellstone said on the floor of the United States Senat=
e during the campaign finance debate that it was his intention to silence=
the NRA. As a direct and intentional target of this law, NRA has n=
o choice but to protect our right to be heard.<P>NRA has been mentioned b=
y name =96 but the authors of this law have delivered a clear and straigh=
tforward message not only to NRA but to all American citizens. That=
message is this: =91Keep your mouths shut.' =91Stay out of <i>our<=
/i> political debates.' =91Be quiet.'<P>Our response is this: the F=
irst Amendment <i>protects</i> us from such directives from the governmen=
t. The First Amendment does not <i>allow</i> Congress to make laws =
which deny us the right to speak out on issues, the right of our members =
to associate together on public policy issues and the right to petition o=
ur government for redress of grievances. That is what this lawsuit =
is about.<P>Through this law Congress has essentially granted speech lice=
nses to giant corporate conglomerates such as Viacom, Disney Corporation =
and General Electric Company by allowing those corporations <i>unlimited<=
/i> rights to spend money talking about issues and candidates, while sile=
ncing the voices of ordinary citizens and citizens groups such as NRA.<BR=
<P>Why should corporations such as these media conglomerates, all of whic=
h own multiple non-news business enterprises and spend millions of dollar=
s lobbying Congress=97why should those corporations be allowed to spend w=
hatever they wish, whenever they wish, saying whatever they wish regardin=
g any issue or candidate =96 when a non-profit citizens organizations suc=
h as ours is prohibited from even <i>responding</i> via the broadcast med=
ia?<P>The law imposes severe civil and criminal penalties on citizens who=
have the audacity to speak out on issues of concern =96 and we do <i>not=
</i> believe that the Constitution of the United States of America and th=
e U.S. Supreme Court can possibly allow such a result."<BR>
