The FEC's website does not put these kinds of items in a location that anyone
in the non-specialized public could be expected to find.  Specifically, the
draft regs are not in the "proposed regs" section of the site.  
Rather, they are a "commission agenda" document for today's meeting, at 

http://www.fec.gov/agenda/agenda20020801.html

It would definitely help, for many situations, if the commission put a search
engine on its website.
