                ELECTIONEERING COMMUNICATIONS EGUIDE

The Campaign Finance Institute announces its eGuide to the Federal
Election Commission’s Latest Regulations for the Bipartisan Campaign
Reform Act.

Recently, the Federal Election Commission (FEC) completed its
rulemaking under the Bipartisan Campaign Reform Act (BCRA) on
“electioneering communications,” i.e., broadcast “issue ads” that
mention federal candidates shortly before elections. In order to
clarify these new regulations and explain the debate surrounding them,
CFI has crafted an Electioneering Communications eGuide. This eGuide
summarizes the restrictions and disclosure requirements that BCRA
placed on corporate and union financing of “issue ads,” chronicles the
major controversies surrounding the FEC’s consideration of various
exemptions to these restrictions, and presents the outcome of its
deliberations in the form of completed regulations. Our eGuide allows
you to easily and quickly navigate between law, regulations, summary,
and analysis. You can access this eGuide at
http://www.cfinst.org/eguide/electioneering.

Our new Electioneering Communications eGuide is the second in a series
of eGuides explaining the recent FEC regulations implementing BCRA.
We also invite you to explore the similar eGuide we debuted in
September on the FEC Soft Money Regulations. A third eGuide is
planned for the FEC’s forthcoming regulations on Coordination and
Independent Expenditures.

CFI is a non-partisan, non-profit institute affiliated with The
George Washington University that conducts objective research and
education, empanels task forces, and makes recommendations for policy
change in the field of campaign finance.
