In 1999, Jonathan Nagler and I produced a report for the California
Secretary of State's Office on the California experience with the
blanket primary in June 1998. I have placed a pdf copy of this report
(it is over 200 pages long!) at http://vote.caltech.edu/Links/cablanket.pdf

The focus of our report was almost exclusively on crossover voting
behavior by California voters in the June 1998 blanket primary.

We found that there was little crossover voting, little strategic
crossover voting (or so-called "raiding"), that it might have
generated greater voter participation,
and that California voters liked the blanket primary.
