A recently published article, Timothy Besley & Anne Case, Political
Institutions and Policy Choices: Evidence from the United States, vol. XLI
Journal of Economic Literature pp.7-73 (March 2003), is a good review and
critique of the literature, from an economic and political science
perspective, of how different institutional arrangements (e.g.,
super-majority requirements; line-item veto; elected v. appointed judges) in
state legislatures and other political bodies affect policy outcomes. Most
of the discussion appears to be at the state, not federal, level.
