federally permissible sources and limits. Keep in mind that BRCA
specifically limits in this way federal candidate/officeholder fundraising
for state and local candidates: also a "pure" state and local electoral
objective. The BRCA concern is not with the nature of the electoral
objective but the character of the money and the related threat of
"beholden" officeholders.
