Thanks to Ed Still and Rick Hasen, we are all being
kept abreast of Texas congressional redistricting.  It
seems Congressman Tom DeLay keeps expressing the idea
that since Republicans won 58% of the popular vote
cast in the state for US House in November 2002,
therefore Republicans morally deserve 58% of the
seats.

I wish someone would remind him that the Libertarian
candidates for US House in Texas in November 2002 got
3% of the popular vote.  Therefore, under DeLay's
logic, Libertarians morally deserve one seat (since 3%
of Texas' 32 seats equals approximately one seat).
