This year's Cal. gubernatorial recall proponents
needed the signatures of 5.86% of the state's
registered voters (when the Oct. 22, 2002 tally is
used as the denominator).
If recall gubernatorial petitions had been circulated
this year in all 17 states that allow gubernatorial
recalls, the median state petition requirement would
have been 13.75% of the registered voters, and the
average would have been 14.40%. Of the 17 recall
states, California's is the 3rd easiest. Only Alaska
and Kansas are easier. Louisiana's is the
hardest...one-third of all the registered voters must
sign.
The legal requirements (for statewide office) seem to
be: Alaska 10% of the number of voters who voted in
the last general election; Arizona 25% of the last
vote for that office; California 12% of last gub.
vote; Colorado 25% of last vote for that office;
Georgia 15% of registered voters; Idaho 20% of
registered voters; Kansas 10% of last vote for that
office; Louisiana 33% of registered voters; Michigan
25% of last gub. vote; Minnesota 25% of last vote for
that office; Montana 10% of registered voters; Nevada
25% of number of people who voted in year that office
was last chosen; New Jersey 25% of registered voters;
North Dakota 25% of last gub. vote; Oregon 15% of last
gub. vote; Washington 25% of last vote for that
office; Wisconsin 25% of last gub. vote.
