The California Secretary of State determined last week
that the special gubernatorial recall election is not
a "gubernatorial election" for purposes of determining
how many signatures are needed for future initiatives,
or new party qualification.

However, the ruling says that the recall election will
form the basis for determining the number of
signatures needed for any future recall (between now
and Nov. 2006).  The recall formula for statewide
office is 12% of the last gubernatorial vote.  Since
the press expects the turnout to be higher next week
than it was in November 2002, the effect of this
ruling is to slightly dampen any attempts to recall
anyone again in the next 4 years.
