Perhaps in some states voters actually cast votes for electors, but is that true everywhere?  In those states where electors' names do not appear on the ballot, just the presidential candidate, could the electors still campaign for office, thus skirting the donation limit?  What about in those states where electors are not required by state law to vote (in the electoral college) for the candidate they've pledged to?
