I'm trying to compile a state-by-state summary of rules governing absentee ballot access, and I am hoping against hope that someone has already done the work.  Do you know of some publicly-available resource that summarizes each state's absentee-ballot rules?  (That is, who can request ballots, how soon before the election, et cetera.)....
