The Democratic primary in DC on 1/13 does not have the “authority to nominate a candidate” since it is a non-binding primary and is therefore not subject to the electioneering definition.  I suspect the Republican primary is the same.  See 11 C.F.R. § 100.29(a)(2) & 2 U.S.C. § 434(f)(3)(A)(i)(II)(bb).

Thanks.  But the footnote to the D.C. listing states that the 12/14 trigger date for D.C. "applies only to third party candidates."  What's that about?
