I have posted the appellees' brief in this important Voting Rights
Act case being heard en banc by the First Circuit here.
The other brief is too large for me to post. (If someone else posts it,
I can provide a link. Update:. The other brief is here.) Both briefs
were filed simultaneously on January 9.
The Century Foundation and Electionline.org have web-published Primary
Education: Election Reform and the 2004 Presidential Race. Pages 3
and 4 of the pdf contain an executive summary.
