Illinois State Representative Linda Chapa LaVia (D-Aurora) introduced HB 4141, the College Voter Registration Act, which would require public colleges and universities to register students to vote when they register for classes.

There has been some press attention in Illinois to the bill (with absolutely zero outreach). MTV News even picked it up.

The bill is here:

http://www.legis.state.il.us/legislation/billstatus.asp?DocNum=4141&GAID=3&DocTypeID=HB&LegID=8245&SessionID=3

The language is messy (first draft) and will be amended later after input from the universities, but the intent should be clear.

If anyone has any experience or insight regarding other places that link up registration for classes through public universities and voter registration, please send them my way.
