J. Paul Johnston writes somewhat critically about
Illinois' use of 3-member districts for the State
House between 1870 and 1980, with cumulative voting.
One reason the Illinois system worked so badly in its
last 50 years, is that Illinois had a devilish law
that said "new parties" (meaning all minor parties)
were required to run a full slate of 3 candidates.
Therefore, they couldn't take advantage of the
strategy of just running one candidate and letting
that candidates' supporters cast all 3 of their votes
for that one candidate.
So whereas a normal cumulative voting system might
have made it possible for a new or minor party to win
a seat on occasion, Illinois thwarted that.
