Be careful about the GAO report; while authoritative in most respects, the report did ignored primary races, and didn't distinguish between challengers and nonincumbents running in open seats.
I direct a research program on state level public funding, called the Wisconsin Campaign Finance Project. We have set up a web site with spending and election data for the states that have public funding programs for state legislatures. We are adding data all the time, but have comprehensive spending and election data for Arizona and Maine going back a decade (long before either state had public funding). We also have data from Minnesota, Wisconsin, Nebraska, and New York City. Data from Hawaii will be posted soon:

BRCRA contained a provision instructing the federal General Accounting
Office (GAO) to examine the public financing programs in Maine and Arizona
and to publish a report on its findings. The report was published in May
2003 and contains participation statistics. The report is too large to
attach to this email, but you can find it on the GAO Web site
http://www.gao.gov. The report is titled, "Campaign Finance Reform:
Early Experiences of Two States That Offer Full Public Funding For Political
