Ney (R-Ohio) and Steny Hoyer (D-Md.) and Sens. Mitch McConnell (R-Ky.)
and Chris Dodd (D-Conn.) warned against a rush to judgment on HAVA,
urging lawmakers to let the new Election Assistance Commission examine
