Update: Bob Bauer has posted the document itself here, once again proving that the FEC cannot get timely material up on its website.

The A.P. story is here (thanks to Douglas Greene for the pointer). The General Counsel's memorandum is listed on the agenda but not yet hyperlinked.
So the big question will be whether two more commissioners will go along with the Thomas-Toner proposal to regulate 527s as political committees. By by nose count, it appears that Chair Smith and Vice Chair Weintraub will vote no. So all will depend upon the votes of Commissioners Mason and MacDonald.
Should be an interesting day Thursday.
