This may very well be the first time that space-age technology helps a quasi-authoritarian incumbent win a race.  Interestingly, private vendors own the software and hardware (and costs, I hear, increase annually).  The Brazilian electoral tribunal owns the software and hardware, very much like the US Treasury owns the US currency.  Best, Fabrice Lehoucq
