A.P. offers this report, which begins: "A state appeals court has reinstated a petition drive for a ballot proposal to end affirmative action at public universities and other agencies."


John Fund Comes Out Against California's Primary Initiative

See here. Fund incorrectly states that, under the proposal, "[i]f a candidate exceeded 50%, he would be elected to the office; otherwise, the top two finishers, regardless of party, would advance to a general election runoff." That is only true in special elections. Otherwise, the top two advance to the general election even if a candidate exceeds 50% in the primary. (Disclosure: I am a consultant for the initiative's drafters.)
