Subject: question on 527s and political advertising

Questions for those smarter and better informed than me.

First, are there any restrictions on 527s  in terms of doing political
ads?  By that, since the FEC deadlocked in May, could a 527 do what used
to be called an express advocacy ad?  Could it do such an ad within
30/60 days of the primary/general election and if it did, what are the
consequencies, if any?
