There was a posting tonight saying federal law tells
states to choose their presidential electors on the
first Tuesday after the first Monday of November. I
haven't researched this. But if it's true, how did
the Florida legislature expect to get away with
choosing Florida's electors on Dec. 13, 2000? One
house had voted to appoint the Bush electors on Dec.
11, and the other house was poised to, but didn't need
to because the US Supreme Court decision came down the
evening of Dec. 12, 2000.
