Under U.S. Constitutional law, at-large voting (or multi-member districts) are not per-se unconstitutional, but only if enacted with discriminatory intent.  However, Congress requires states to use single-member districts for congressional elections.

Do any states prohibit at-large voting or multi-member distircts for all state and local elections?  Any information would be greatly appreciated.
