The number of votes added to both Bush and Kerry in the Ohio recount was low enough to suggest that very stringent standards were applied to punch card ballots -- what standard was used and is this standard in accord with whatever post-Florida 2000 conventional wisdom emerged as to the fairest standard?

I thought Ohio had a uniform standard that would recover far more votes.
