Dan Tokaji has posted these
interesting comments in response to an Electionline.org report
viewing further congressional election reform as unlikely. I'm writing
an academic article about election administration reform, focusing on
the kinds of steps various institutional actors can take to avoid
election problems. Tokaji has some interesting views on the potential
unintended consequences of legislation requiring paper trails for
electronic voting machines.
The Houston Chronicle offers this
