Actually, the summary is correct - the task force made recommendations
in six *areas* - one of which was the Electoral College and other
reforms. The recommendation of more open ballot access laws was one of
the recommendations made in that section.

That said, the recommendation Richard notes is right at the end and
might have been overlooked but for his followup post.
