Congressional Quarterly Almanac (1982: 376) reports that the 1982 VRA
extension "required congressional review of Section Five and the bailout
after 15 years." I can't find any mention of hearings or other
congressional action in 1997 or other years regarding this issue in a Lexis
Nexis search. Does anyone happen to know anything about such hearings? I
can't find a reference to such hearings in the U.S. Code, either, which
makes me suspect that the provision was not in the final bill.
