The Los Angeles Daily Journal offers this
report (paid subscription required). It begins: "California's
initiative process conjures noble images of grassroots,
power-to-the-people direct democracy. In reality, a small number of
high-priced professionals, including members of four prominent legal
firms, determine what voters ultimately see on a ballot."
The LA Times offers Justices
Bar Redistricting Effort, with the subhead: "Appeals court blocks
initiative from the November ballot, saying discrepancies in versions
