During one of my semesters teaching election law in Long Island, NY, DOJ and Suffolk County, NY settled a language access problem by consent. DOJ successfully made the case that the county where the school was located discriminated against Hispanic voters. We spent a class discussing the problems of new constituencies and voting.
Not all the students were aware of the levels of discrimination in New York's suburban communities. The "local" issues made the class all the more interesting. One of my students was also a major Hispanic issues activist.
She really took on another student who was a former Conservative Party county leader.
My suggestion is to look to any local situations that can enliven presentation and discussion.
