many, many voters come in to vote, thinking they are
registered.  And they aren't (so they vote
provisionally, but that won't help them if they just
plain aren't registered).  So same-day voter
registration would benefit those people, and not just
the people who know that they had never been
registered and suddenly decide on election day that
they want to be registered.
